FPCs will be roped in PSS Procurement through MAHAFPC as SLA
Mumbai : 1 Mar, Co-operation and Marketing minister Subhash Deshmukh has given his nod for the proposal of announcement of MAHAFPC, apex organisation of the farmer producer companies as state level agency (SLA). This announcement has cleared the entry of FPCs for the price support scheme (PSS) procurement of Pulses i.e, Tur & gram for upcoming rabi marketing season (RMS).
MAHAFPC has experience of pulses and onion procurement
under price stabilisation scheme through SFAC & NAFED respectively.
However, MAHAFPC was awaiting the decision of the state to announce it as SLA
since last two years. Due to some ambiguity in assigning role to FPCs ; decision was pending. In the previous RMS season, GoM issued a GR to assign
role of cleaning and grading for preparation of FAQ (Fair and Average Quality)
of commodity in PSS as a service provider. This mechanism did not pick-up
engagement of FPCs in PSS. Even, MAHAFPC opted for judicial activism to take
the decision on MAHAFPCs proposal of SLA.
As per the PSS guidelines, state must announce state
level agencies for PSS procurement. NAFED has requested to the state to
integrate MAHAFPC as a nodal agency to support procurement through FPCs in
system approach. MAHAFPC has convinced state to grant its proposal to
strengthen capacities of FPCs through supply chain handling activities. Also,
it will help to promote the market linkages with corporates and market led value
chain activities. MAHAFPC welcomed the decision and thanked all the state and
central government officials as well as media for extending their support in this
regard. It is expected to get the order
from department of marketing next week
to start the operations.
